XBIND

I am trying to only manipulate one layer from an external referenced drawing. I then used the XBIND command and chose what I wanted to bind..(layer) then which layer and now it is bound to my drawing. It now has the $ signs in the name of the layer, but I cannot manipulate it at all. What am I doing wrong????

That is strange. I don't think you are doing anything wrong. If you bind the layer you should be able to modify the layer inside your drawing, because it becomes independent from the xref. Try auditing the drawing (AUDIT) to see if the file is not damaged. Let us know if that solves your problem.
